29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder.      a) On or about April 20, 2018; roof area; employees were using a 6-foot step ladder to access the top of a 10-foot platform; placing the top of the ladder 4 feet below the platform.       The Dila Development and Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1080479, citation number 1, item number 3a and was affirmed as a final order on 10/29/2015, with respect to a workplace located at 1305 H Street NE Washington DC 20002.    In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet), in addition, documentation demonstrating the abatement is complete must be included with your certification.
