The employer did not instruct the sub-contractor that the power lines were energized so that the sub-contractor would understand and minimize the hazards of working in the proximity of energized overhead power lines.

29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means.    On or about November 21, 2017, Units 7 thru 11, Atlanta, Georgia, effective precautions were not taken to protect sub-contractor employees from the hazards posed by an energized power lines in the vicinity where work was being done.  Employees erecting the pump jack scaffolding were exposed to an electrical hazards when a section of the scaffold contacted the 11 kV power lines.
