29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D): a) Capital Foods, Inc./Linden, NJ- Loading dock area: The employer failed to develop site specific procedures for de-energizing the machinery and equipment used on site. A contractor employee who was servicing a pump was not provided with site specific steps to isolate all points where energy could be stored. Steps to follow to relieve hazardous residual chemical energy contained in the vessel/piping system prior to conducting work on the equipment were not developed and followed. Contractor was splashed with solution containing sodium hydroxide and suffered chemical burns. Condition occurred on or about May 1, 2018.
