OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falls from  height  while climbing over and  through guard rails of scissor lifts to access an upper level.    336 Main Street, Sturbridge, MA: On or about My 14, 2018 employees were exposed to falls greater than 10 feet while climbing over and through the manufacturer installed guard rails of a JLG 2630 ES and a MEC Crossover 3259 ERT scissor lift in order to access the roof edge to install new roof rafters and sheathing.    Among other methods, one feasible and acceptable method to correct the hazard is to comply with the Operation Manual for the JLG 2630 ES scissor lift , section 1 Safety Precautions including but not limited to:    (a) Paragraph 1.5- Fall Hazards- Keep both feet firmly positioned on the platform at all times.
