29 CFR 1910.36(d)(1): Employee(s) were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge:  a) Building 1572, Pharmacy, Norfolk Naval Shipyard Scotts Creek Annex, Portsmouth, VA 23709: On or about May 18, 2018, and times prior thereto, employees were required to have special knowledge to exit the building in that the panic bar did not open a double-door exit. Employees were required to use a thumb-turn lever to open a deadlocking latch on the left-hand door, exposing employees to potential injuries in the event of an evacuation.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.37(a)(3): Exit route(s) were not kept free and unobstructed:  a) Building 1572, Pharmacy, Norfolk Naval Shipyard Scotts Creek Annex, Portsmouth, VA 23709: On or about May 18, 2018, and times prior thereto, a double-door exit near the employee break room was obstructed by crates stacked to approximately 4' high and boxes stacked almost to the ceiling. The right-hand door was completely obstructed and the left-hand door was limited to a 27-1/2" opening, exposing workers to potential injuries in the event of an evacuation.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement.
