29 CFR 1926.28(a): The employer is responsible for requiring the wearing of appropriate personal protective equipment in all operations where there is an exposure to hazardous conditions or where this part indicates the need for using such equipment to reduce the hazards to the employees. On or about May 21, 2018 at 1404 N 6th Street Leesville, LA 71446; the employer allowed employees to work under and move scaffolding that had cinder blocks as counterweights on scaffold post above their heads while not wearing head protection.
