29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) West side of building, front porch roof, on or about 4-23-18: Employees used a portable fiberglass extension ladder for access to porch roof, with side rails that were 22 inches above the landing surface, exposing the employees to a fall hazard of 18 feet. b) West side of building, front porch roof, on or about 4-23-18: Employees used a portable aluminum extension ladder for access to porch roof, with side rails that were 26 inches above the landing surface, exposing the employees to a fall hazard of 18 feet.
