29 CFR 1910.119(n): The employer did not implement an emergency action plan for the entire plant in accordance with the provisions of 29 CFR 1910.38. On or about May 13, 2018, at the Kuraray America Facility, in Pasadena, TX the employer evacuated using radio communications and did not initiate the Fire/Spill Alarm following a leak of Ethylene Gas from the absorption cooler H1301.
