29 CFR 1926.34(a): Building or structure exits were not so arranged and maintained as to provide free and unobstructed egress from all parts of the building or structure at all times when it was occupied: a) 123 Wyoming Ave, Scranton, PA: Emergency exit doors on multiple floors were secured with a lockable hasp and a D-ring, which created an obstruction to immediate exit for employees working in the structure, on or about May 29, 2018. ABATEMENT CERTIFICATION REQUIRED

29 CFR 1926.501(b)(14): Each employee working on, at, above, or near wall openings where the outside bottom edge of the wall opening was 6 feet (1.8 m) or more above lower levels and the inside bottom edge of the wall opening is less than 39 inches (1.0 M) above the walking/working surface, is not protected from falling by the use of a guardrail system, a safety net system, or a personal fall arrest system: a) 123 Wyoming Ave, Scranton, PA: Large unguarded window openings on the third, fourth, and fifth floors that had sills that were approximately 16 inches above the walking/ working surface exposed workers to a fall of as much as 35 feet, on or about May 29, 2018. ABATEMENT CERTIFICATION REQUIRED
