29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows: On May 23, 2018, inside a storage unit compartment of a metal storage unit building under construction, a Laborer was exposed to a fall hazard while using a mobile scaffold with a working platform that was not fully planked in that it was missing one of its metal plank.

29 CFR 1926.451(f)(3): Scaffolds and scaffold components shall be inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity. The employer did not have a competent person inspect a mobile scaffold prior to its use on May 23, 2018 in that a Laborer was using the mobile scaffold with a missing a metal plank and lost his balance and fell off the scaffold.

29 CFR 1926.452(w)(1): Scaffolds shall be braced by cross, horizontal, or diagonal braces, or combination thereof, to prevent racking or collapse of the scaffold and to secure vertical members together laterally so as to automatically square and align the vertical members. Scaffolds shall be plumb, level, and squared. All brace connections shall be secured. On May 23, at 206 Vine St, New Boston, a metal storage unit building under construction, a mobile scaffold 2 ft. x 4 ft. x 4 ft. was not braced to prevent the racking and collapse of the scaffold and prevent a fall hazard to the Laborer while the Laborer was on the working platform with a missing metal plank on the scaffold to install metal corrugated siding on the interior wall of a storage unit compartment.

29 CFR 1926.454(a): The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. The training shall include the following areas, as applicable: The employer had inadequately trained Laborers on the proper use of a mobile scaffold being used on May 23, 2018 to install metal siding inside a compartment of a storage unit building under construction in that the scaffold was being used without a fully planked working platform.
