29 CFR 1910.134(d)(1)(iii): The employer did not identify and evaluate the respiratory hazard(s) in the workplace, including a reasonable estimate of employee exposures to respiratory hazards and identification of the contaminant's chemical state and physical form:    a) At the facility, where the employer did not identify and evaluate employee exposures to silica when ceiling tiles were being removed and replaced.    b) At the facility, where the employer did not identify and evaluate employee exposures to propane, butyl acetate, acetone, titanium dioxide, xylene, and ethyl benzene when the ceiling grid was spray painted.      The United States Postal Service was previously cited for a violation of this Occupational Safety and Health Standard which was contained in OSHA inspection number 1243801 citation number 1, item number 1, and was affirmed as a final order on September 8, 2017, with respect to a workplace located at 3701 West Wendover Ave., Greensboro, NC.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:    a) At the facility, where the employer did not provide effective information and training on the spray paints that were used to repaint the ceiling tile grids in the workspace.  The spray paints contained chemicals such as, but not limited to, propane, butyl acetate, acetone, titanium dioxide, xylene, and ethyl benzene.    The United States Postal Service was previously cited for a violation of this Occupational Safety and Health Standard which was contained in OSHA inspection number 1243801 citation number 2, item number 1, and was affirmed as a final order on September 8, 2017, with respect to a workplace located at 3701 West Wendover Ave., Greensboro, NC.    The United States Postal Service was previously cited for a violation of this Occupational Safety and Health Standard which was contained in OSHA inspection number 1181001 citation number 2, item number 4, and was affirmed as a final order on March 21, 2017, with respect to a workplace located at 310 Morningside Drive, Friendswood, TX.

29 CFR 1910.134(c)(2)(i): Respirator users were not provided with the information contained in Appendix D to 29 CFR 1910.134 when the employer determined that any voluntary respirator use was permissible:  a) At the facility, where the employer did not provide employees the information contained within Appendix D prior to voluntary respirator use on May 23, 2018.
