OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were not trained in proper wheel cleaning techniques that kept hands away from moving parts/pinch points:      A.)  Niagara Cutter, LLC - On or about 6/12/18, and at times prior thereto, employees were cleaning the dressing wheel on the EX70 with white sticks or tack which are both held by hand while the wheel is moving.  On 6/12/18 an amputation occurred when an employee reached into the area between the part and the wheel to clean the wheel with tack.  The employee's hand was pulled into the wheel of the machinery.
