29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)  At a residential construction site located at Lot 197 or 2400 NW 92nd St in Kansas City, MO: Employees were exposed to harmful chemicals that could cause injuries and/or illnesses in that the employer had not developed, or implemented, a written hazard communication program. This was demonstrated at the residential construction site when 5 employees were dispensing gasoline from a diesel fuel container that was used to power the  air compressor.

29 CFR 1926.102(a)(1): The employer did not ensure that each affected employee used appropriate eye or face protection when exposed to eye or face hazards from flying particles:  At the residential construction site located at Lot 197 or 2400 NW 92nd St, Kansas City, MO:  The employer is failing to protect employees who are exposed to struck-by hazards. Employees were engaged in framing activities with the use of pneumatic nail guns and were not provided eye protection while installing roofing materials.   Rocha's Framing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.102(a)(1), which was contained in OSHA inspection number 1083508, citation number 1, item number 2 and was affirmed as a final order on November 10, 2015, with respect to a workplace located at 9607 W 164th Ct., Overland Park, Kansas 66085.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   At a residential construction site located at Lot 197 or 2004 NW 92nd St, Kansas City, Missouri: Employees were exposed to fall hazards. The employer is failing to protect employees performing work on a new residential home by not ensuring the use of personal fall protection, or fall protection systems by use of guardrails or safety nets. The fall distance measured from the framed section of the home to the ground below was 10 feet.  Rocha Framing LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(1), which was contained in OSHA inspection number 1258099, citation number 1, item number 1 and was affirmed as a final order on October 31, 2017, with respect to a workplace located at 16192-16398 Switzer Rd, Olathe, Kansas 66085.  Rocha Framing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(1), which was contained in OSHA inspection number 1117629, citation number 1, item number 2 and was affirmed as a final order on July 1, 2016, with respect to a workplace located at 3000 Gillham, Kansas City, Missouri 64108.  Rocha Framing, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1099723, citation number 1, item number 1 and was affirmed as a final order on January 6, 2016, with respect to a workplace located at 16209 Wedd Street, Overland Park, Kansas 66221.
