The employer did not ensure employees engaged in framing and decking work activities were in use of fall protection.  This exposed the employees to fall hazards greater than six(6) feet to the ground below.

The employees were exposed to fall hazards while using a portable "A" framed ladder that was in the closed position and leaned against the wall.
