29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) Roof Surface, Residence, 242 Buck Ridge, Drums, PA - Employees on the steep-sloped roofs of a residence were engaged in roof replacement activities without any means of fall protection and were exposed to fall hazards that ranged from six (6), six (6) inches to twenty (20) foot, nine (9) inches, as observed on or about June 25, 2018. In accordance with 29 CFR 1903.19, abatement certification required for this violation.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. a) Main Roof Surface, Residence, 242 Buck Ridge Road, Drums, PA - Employees used a 32-foot Werner Aluminum Extension Ladder Model D1332-2 for roof access/egress with fly section side rails that extended eighteen (18) inches above the top of the east roof edge exposing the employees to a seventeen (17) foot, eleven (11) inch fall hazard, as observed on or about June 25, 2018. b) Garage Roof Surface, Resident, 242 Buck Ridge Road, Drums, PA - Employees used a 22-foot Werner Aluminum Type IA Telescoping Multi Ladder - Model MT22 MK6 for roof access/egress with side rails that extended sight (8) inches above the top of the east roof edge exposing the employees to a nine (9) foot fall hazard, as observed on or about June 25, 2018. In accordance with 29 CFR 1903.19, abatement certification is not required for this violation as the hazardous condition was corrected during the inspection.
