29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. a) On or about June 27, 2018 at 1760 Steiner Lane in Howard, employees were working on a first floor deck with an open edge six and one half (6.5) feet above surface level without utilizing fall protection equipment. b) On or about June 27, 2018 at 1760 Steiner Lane in Howard, employees were installing an exterior wall section to a wall section with an unguarded five (5) feet W by four and one half (4.5) feet H window opening; the bottom edge of the window opening was twenty-nine (29) inches above the work surface deck and nine (9) feet above outside surface level.
