29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b) of this section:  a. Employees performing framing work from a 6:12 pitch roof are not being protected from 9 feet 6 inches fall hazards by a fall protection system.  The employer routinely fails to assure effective protection against falls as required by the standard, as demonstrated on June 28, 2018, when employees are sheathing a roof of a one-story residential building at 3630 Cedar Park Lane, Panama City, Florida without fall protections and are exposed to fall hazard of 9 feet 6 inch above the surrounding ground.     Panama City Framing, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1136892, Willful citation number 1, item number 1 and was affirmed as a final order on August 11, 2017, with respect to a workplace located at 3750 Cedar Park, Panama City, Florida.    Panama City Framing, LLC, the Successor of Panama City Framing and Siding, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1065007, Willful citation number 2, item number 1 and was affirmed as a final order on October 8, 2015, with respect to a workplace located at 6101 Edith Stephens Drive, Panama City, Florida.  Panama City Framing, LLC, the Successor of Panama City Framing and Siding, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 943691, Serious citation number 1, item number 2 and was affirmed as a final order on February 6, 2014, with respect to a workplace located at 21109 Front Beach Road, Panama City Beach, Florida.  Panama City Framing, LLC, the Successor of Panama City Framing and Siding, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 915761, Serious citation number 1, item number 2 and was affirmed as a final order on August 12, 2013, with respect to a workplace located at 103 Turtle Cove, Lot 63, Panama City Beach, Florida.  Panama City Framing, LLC, the Successor of Panama City Framing and Siding, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(11), which was contained in OSHA inspection number 696998, citation number 1, item number 2 and was affirmed as a final order on December 5, 2012, with respect to a workplace located at 12905 Panama City Beach Parkway, Panama City Beach, Florida.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:  a.  On or about June 28, 2018, at the west side of the residential building, an employee was exposed to a fall hazard when performing framing work while standing on the top step of a portable stepladder.
