29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section:    a.   Employees working at elevations greater than 6 feet from the ground or lower levels while performing commercial framing are not being protected from fall hazards by a fall protection system.  The employer fails to assure effective fall protection against falls as required by the standard as most recently demonstrated on:     1.   On or about June 28, 2018, on the 8:12 pitch roof, employees installing roof paper and sheathing were exposed to 10 feet to 19 feet fall hazards from the eaves in that they were not protected by a fall protection system.    2.   On or about June 28, 2019, above the garage in the trusses, an employee installing framing was exposed to a 10 feet fall hazard down through the trusses in that he was not protected by a fall protection system.    A. Avalos Construction, LLC was previously cited for a violation of this occupational safety and health standard, 20 CFR 1926.501(b)(13), which was contained in OSHA inspection number 980429, Serious citation number 1, item number 1, and was affirmed as a final order on September 17, 2014, with respect to a workplace located at 116 Cloisterbane Drive, Saint Johns, Florida.
