29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: a) Caretaker's House, Fairmount Water Works, 640 Waterworks Dr., Philadelphia, PA 19130 - The employer did not ensure that an employee who was performing woodwork while on a roof with an unprotected edge approximately 15 feet 7 inches above the lower level was protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems, thus exposing the employee to fall from height hazards. This condition was observed on June 15, 2018.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: a) Caretaker's House, Fairmount Water Works, 640 Waterworks Dr., Philadelphia, PA 19130 - The employer did not instruct an employee, who was performing woodwork without fall protection while on a roof with an unprotected edge approximately 15 feet 7 inches above the lower level, in the recognition and avoidance of unsafe conditions and the regulations applicable to his environment to control or eliminate any hazards or other exposure to injury, thus exposing the employee to fall from height hazards. This condition was observed on June 15, 2018.
