29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about July 11, 2018 at 205 River Place Drive, Augusta, Georgia: a. employees dumping trash and receiving materials on the balconies of a majority of the units had no guard rails or had the guardrails removed. Employees were exposed to a fall hazard up to 30 feet to the lower level.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail: On or about July 11, 2018 at 205 River Place Drive, Augusta, Georgia, Building #3, employees sanding walls on the fourth floor used the stairway to access/egress the upper levels. There were no handrails on the stairs, the employees were exposed to a fall to the lower level.
