29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: Employees engaged in residential roofing activities at the jobsite located at 10805 E Mt Vernon Wichita KS, were exposed to fall hazards in that the portable ladder that was used to access the roof did not extend 3 feet beyond the roof, and was not secured to the eve.
