29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used:  a) Worksite: Employees were installing metal wall panels on the exterior of the facility from a pump jack scaffold, approximately 10-20 feet above the ground. The employees were not provided with an appropriate access ladder in that they were accessing the landing using a folded stepladder; on or about 7/9/18.   Note:   Because abatement of this violation is already documented in the case file, the employer need not submit certification or documentation of abatement for this violation as normally required by CFR 1903.19.
