29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. On and about July 18, 2018, employees were exposed to multiple hazards, including but not limited to falls, struck by, and electrical, when the employer did not train each employee to recognize and avoid or correct each hazard they might be exposed to or to understand and follow the OSHA Standards that applied to their scope of work.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. On July 18, 2018, employees reroofing a steep pitch commercial building had not been trained to recognize and avoid fall hazards or to understand and follow the OSHA Standards that applied to their scope of work.

Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. On July 18, 2018, employees were exposed to falling while reroofing a steep pitch roof when no form of fall protection had been used.
