29 CFR 1926.1431(e)(7): A grab rail must be installed inside the entire perimeter of the personnel platform except for access gates/doors:  On or about July 20, 2018, the employer provided for employee use a personnel platform without a grab rail. Employees used the personnel platform to move an injured employee from the 63rd floor of a building under construction to the ground.
