29 CFR 1926.503(a)(1):  The employer did not provide a training program for each employee who might be exposed to fall hazards:  (a) David's Roofing at 12004 Newport Drive in Brighton, CO 80602:  On July 19, 2018 the exposing employer did not ensure that each employee engaged in roofing operations was trained to recognize the hazards of working at elevation and trained in the use of fall protection.  Employees removing and installing shingles on a two-story residential home, with a roof slope of 8-in-12, did not utilize a fall protection system.  This condition exposed employees to fall hazards ranging from approximately 10 feet to 20 feet.     Abatement Note: The employer shall assure that each employee has been trained, as necessary, by a competent person qualified in the following areas: a)      The nature of fall hazards in the work area; b)      The correct procedures for erecting, maintaining, disassembling, and inspecting the fall protection systems to be used; c)      The use and operation of guardrail systems, personal fall arrest systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used;  d)      The role of each employee in the safety monitoring system when this system is used; e)      The limitations on the use of mechanical equipment during the performance of roofing work on low-sloped roofs; f)       The correct procedures for the handling and storage of equipment and materials and the erection of overhead protection; and g)      The role of employees in fall protection plans; h)      The standards contained in this subpart.
