29 CFR 1910.106(d)(3)(ii)(a): Metal cabinets were not deemed to be in compliance as they were not constructed with the bottom, top, door, and sides of cabinet at least No. 18 gage sheet iron and double walled with 1 1/2-inch air space; the joints riveted, welded, or made tight by some equally effective means; the door provided with a three-point lock; and the door sill raised at least 2 inches above the bottom of the cabinet:  APPLICATION    On, or about July 23, 2018, the metal cabinet used to store flammable liquids such as, but not limited to toluene, was not compliant because the cabinet was stainless steel and not constructed with at least No. 18 gauge sheet iron,  it was a single wall and not double walled, the joints had visible openings and were not tight, and the door had a two point lock and not the required three-point lock; and or the door sill was not raised at least 2 inches above the bottom of the cabinet. The door sill was not raised.

29 CFR 1910.106(e)(9)(iii): Combustible waste material and residues in a building or unit operating area were not kept to a minimum, stored in covered metal receptacles and disposed of daily:  TECH OUT    On, or about July 23, 2018, rags impregnated with ISOCLEAN, which contained Propan-2-ol, a flammable chemical (flashpoint 53 Fahrenheit), were discarded in a plastic, uncovered waste basket.
