29 CFR 1926.25(a): During the course of construction, alteration, or repairs, form and scrap lumber with protruding nails, and all other debris, shall be kept cleared from work areas, passageways, and stairs, in and around buildings or other structures. On or about July 24, 2018, and at times prior thereto, employees were exposed to a trip and fall hazard while accessing the scaffold with debris, pallets, and bags of masonry cement on the floor.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Paragraph (g)(2) of this section addresses fall protection for scaffold erectors and dismantlers. On or about July 24, 2018 and at times prior thereto, employees were exposed to a fall hazard over 10 feet high while applying stucco, from a scaffold without fall protection and/or guardrail system.
