29 CFR 1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section.  On or about July 26, 2018, employees were exposed to fall hazard greater than 10-feet due to not using any type of fall protection when working off a tubular scaffold.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  On July 26, 2018, an employee engaged in plastering operations was exposed to fall hazards in excess of 6-feet without using any form of fall protection.

On or about July 26, 2018, employees engaged in plastering operations were exposed to fall hazards in excess of 6-feet due to inadequacies in their fall protection training.

29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames,  or uprights did not bear on base plates, mud sills or other adequate firm foundation.  On or about July 26, 2018, employees engaged in plastering activities were exposed to fall hazards in excess of 10-feet while working off a scaffold on which the scaffold's legs did not bear base plates.  Rafael Beltran Plastering was previously cited for a violation of this occupational safety and health standard 1926.451(c)(2), which was contained in OSHA inspection number 954876, citation number 2, item number 1 and was affirmed as a final order on April 17, 2014, with respect to a workplace located at 1653 Land Rush, El Paso, TX 79911.
