29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:     a) At the jobsite, on or about July 25, 2018, employees used a Werner aluminum extension ladder that only extended about 2 feet above the eave to access the porch roof of a new single family residential dwelling during wood framing activities, resulting in fall hazards of up to 10.1 feet onto earthen ground.        b) a) At the jobsite, on or about July 25, 2018, employees used a portable wood job-made ladder that did not extend 3 feet above the upper landing surface to access the second working level of a new single family residential dwelling during wood framing activities, resulting in fall hazards of up to 8.4 feet onto concrete floor.
