29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system. On 5/22/2018, employees of J and J Roofing & Remodeling LLC. were working on the roof of a residential building located at Aspen Trails II Senior Living Community, lot 2 Kessler Run Drive, Saint Peters, MO. Employees were engaged in roofing work approximately 10 feet above a lower level. Exposed employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system. The employees were observed on the roof of the building without fall protection, exposing themselves to a fall to the ground below.

29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access. On 5/22/2018, employees of J and J Roofing & Remodeling LLC were working on a roof of a residential building located at Aspen Trails II Senior Living Community, lot 2 Kessler Run Drive, Saint Peters, MO. The ladder the workers were using to access the roof was not extended three feet beyond the landing or edge of the roof.
