29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.  Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system:    At this work site, employees conducted roofing activities near the leading edge above 6 feet from ground level and did not have a fall protection system in place.

29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii):   On or about July 30, 2018, at this location, employees used hazardous chemicals to conduct roofing activities, such as but not limited to, spray foam and paint. The employer did not developed a program which would address labeling and other forms of warning on chemical containers, Safety Data Sheets, and employee information and training on the hazards associated with chemicals used at this site.   The written program must also contain the following:  1.  A list of all hazardous chemicals on site; 2.  The methods the employer will use to inform employees of the hazards associated with non-routine tasks involving chemicals, such as spill; 3.  The hazards of chemicals contained in piping that is not labeled; and, 4.  The method the employer will use to inform other employers (contractors) of the chemicals their employees might be exposed to while performing duties at this site.
