29 CFR 1926.416(a)(3): Employer did not advise employees of the location of energized electrical power circuits, the hazards involved, and the protective measures to be taken: (a) ISA Construction, LLC. at 4337 Tennyson St., Denver, CO 80212: On and before June 9, 2018, the employer did not ensure employees working on the third floor were advised of the location of energized overhead power lines, the hazards involved, and the protective measures to be taken before work begun. Employees were utilizing a bull float with an approximately 18 foot long metal handle to finish the poured concrete on the third floor deck while there were energized overhead power lines approximately 15-20 feet away from the back of the building. This condition exposed employees to the hazards of electric shock, electrical burns, and electrocution.

29 CFR 1926.702(h): Bull float handles, used where they might contact energized electrical conductors, were not constructed of nonconductive material or insulated with a nonconductive sheath whose electrical and mechanical characteristics provided the equivalent protection of a handle constructed of nonconductive material: (a) ISA Construction, LLC. at 4337 Tennyson St., Denver, CO 80212: On and before June 9, 2018, the employer did not ensure that bull float handles, used where they might contact energized electrical conductors, were constructed of nonconductive material or insulated with a nonconductive sheath whose electrical and mechanical characteristics provided the equivalent protection of a handle constructed of nonconductive material. Employees were utilizing a bull float with an approximately 18 foot long metal handle to finish the poured concrete on the third floor deck in the vicinity of overhead power lines approximately 15-20 feet away. This condition exposed employees to the hazards of electric shock, electrical burns, and electrocution resulting in one employee being hospitalized after receiving an electrical shock when the bull float handle contacted overhead power lines.
