Employees were framing and decking a new residential home without the use to personal fall protection or fall protection systems. Employees were exposed to a fall of 10 feet from the edge of the roof to the ground below.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At a residential construction site located at Lot 44 Owen Dr, Pleasant Hill, MO: Employees were exposed to fall hazards. The employer failed to provided safe access to an upper landing for employees. Employees were using a portable ladder to gain access to a roof. The ladder was only placed 2 feet above the upper landing being accessed by the employees.
