29 CFR 1960.8(c): The head of each agency shall develop, implement, and evaluate an occupational safety and health program in accordance with the requirements of section 19 of the Act, Executive Order 12196, and the basic program elements prescribed in this part, or approved alternate program elements.  On or about 07/25/2018 and times prior thereto, located at U.S. Army Base-Fort Lee, 16th Street and B Avenue Fort Lee, VA 23801, the employer did not ensure that American States Utility Service, Inc. employees charged with overseeing job sites and enforcing safety rules and regulations were properly trained.  U.S. Army Garrison Fort Lee Directorate of Public Works failed to inspect and oversee a trenching operation where contract employees were exposed to an unprotected trench collapse hazards greater than 12 feet deep, with accumulated water and no trench protection had been utilized where a sewer line tie-in was going to be installed.   ABATEMENT CERTIFICATION REQUIRED
