29 CFR 1915.152(a): The employer did not provide or ensure each affected employee with the appropriate personal protective equipment (PPE) for the eyes, face, head, extremities, torso, and respiratory system, including protective clothing, protective barriers, personal fall protection equipment, and life saving equipment, meeting the applicable provisions of Subpart I, wherever employees were exposed to work activity hazards that required the use of PPE. Boatyard, Dock B99: Employees do not wear Coast Guard approved PFD's when working over water or within three feet of the waters' edge when guiding vessels onto lifts. An employee was observed boarding a vessel without wearing a Coast Guard approved PFD. In the event that an employee falls in the water, a PFD would provide protection from drowning.
