29 CFR 1910.134(c)(2)(i): In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. The program shall be updated as necessary to reflect those changes in workplace conditions that affect respirator use. The employer shall include in the program the following provisions of this section, as applicable: a) 1200 Randolph Road, Plainfield, NJ 07060 The employer did not have a written respiratory protection program for employees wearing dual cartridge, half face respirators while performing work duties. Violation occurred on or about 8/01/2018. WRITTEN ABATEMENT CERTIFICATION IS REQUIRED PURSUANT TO 29 CFR 1903.19.

29 CFR 1926.1101(k)(8)(vii): When a building owner or employer identified previously installed PACM and/or ACM, labels or signs were not affixed or posted so that employees were notified of what materials contained PACM and/or ACM. The employer did not attach such labels in areas where they could be clearly noticed by employees who were likely to be exposed, such as at the entrance to mechanical room/areas. Signs required by paragraph (k)(6) of this section were not posted in lieu of labels to contain information required for labelling. The employer did not ensure, to the extent feasible, that employees who came in contact with these signs or labels comprehended them. Means to ensure employee comprehension did not include the use of foreign languages, pictographs, graphics, and awareness training: a) 1200 Randolph Road, Plainfield, NJ 07060, Building 1 Basement Signs and labels were not affixed to asbestos containing materials including but not limited to basement tunnel corrugated pipe insulation, elbows and breaching and tank insulation, which were identified in the employer's asbestos survey as containing between 5% and 15% Chrysotile. Employees were working in the basement areas removing copper piping. Violation occurred on or about 8/01/2018. WRITTEN ABATEMENT CERTIFICATION IS REQUIRED PURSUANT TO 29 CFR 1903.19.
