29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): On or about August 2, 2018, in the front of a hotel under new construction, an employee was painting from a ladder without the employer conducting a jobsite inspection before allowing the employees to commence the work, exposing the employee to a fall hazard of approximately 13 feet in height
