29 CFR 1926.501(b)(1): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: At the commercial construction site located at 1075 SW 7 Highway in Blue Springs, Missouri: Employee was exposed to fall hazards. Roofers were observed installing roofing materials and working at height. Roofers were exposed to a fall distance of greater than 12 feet eave to ground without use of fall protection.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: At the commercial construction site located at 1075 SW 7 Highway in Blue Springs, Missouri: Employee was exposed to fall hazards. Roofers were observed accessing and egressing the roof by way of a portable ladder that did not extend 3 feet past landing.. Roofers were exposed to a fall distance of greater than 12 feet eave to ground without use of fall protection.
