29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used: a) Arbors at Meadow Woods - Lot 174 - Scaffold at left side of structure; On or about August 9, 2018 and at times prior thereto, the employer exposed his employees to fall hazards of up to 14 feet to the ground below in that employees engaged in stucco work were allowed to climb up and down the side supports of a scaffold to access and egress the 2nd buck without the use of a ladder or other means of safe access.
