29 CFR 1926.1051(a): A stairway or ladder shall be provided at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist is provided.  On or about the time period of Aug. 1 - 15, 2018, located on the east side of a residential structure, an employee of AAA Hotel Company and employees of Fredy Zapata, a subcontractor to AAA Hotel Company, were utilizing a long wooden plank to enter and exit the structure where multiple employees were entering, exiting or passing through while exposed to a fall hazard due to a 28 inch drop in elevation from the building door entrance to the ground below.
