29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: A worksite site located at 644 E 70th Terr., Kansas City, MO: Employees were exposed to a fall hazards. Employees were using Louisville and Werner brand extension ladder to access the roof of the residential worksite. The extensions ladders were not extended at least 3 feet above the upper landing surface. One ladder was place at the eve of the roof and two others were only placed one foot above the upper landing of the roof.
