29 CFR 1926.451(h)(2)(ii): A toeboard was not erected along the edge of platforms more than 10 feet (3.1 m) above lower levels for a distance sufficient to protect employees below:  South side of building:  On or about August 22, 2018, employees were exposed to a struck by falling objects hazard as there were no toeboards installed on the scaffold platform to prevent stucco equipment and supplies from falling on the workers below.

29 CFR 1926.454(a): The employer did not have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards:  South side of commercial building:  On or about August 22, 2018, an employee was exposed to a fall and struck by falling objects hazards, while performing stucco work without being trained on hazard recognition associated with scaffolds.
