St Peters Parkway, Saint Charles, MO 63304, on or about 8/23/2018, workers were observed climbing up on a the ladder jack scaffolding platform, approximately 14 feet 9 inches above ground level, without a portable ladder for safe access onto the platform. The workers were exposed to fall hazard.
