29 CFR 1926.501(b)(15): Except as provided in 1926.500(a)(2) or in 1926.501 (b)(1) through (b)(14), each employee on a walking/working surface 6 feet (1.8 m) or more above lower levels shall be protected from falling by a guardrail system, safety net system, or personal fall arrest system. Located along various rear areas of the commercial wood framed doctors office complex second floor level above grade, employees were observed performing perimeter exterior framing activities while walking and working from the top of the stud wall top plate and lower truss cords without conventional fall protection and were exposed to fall potentials in excess of 22 feet.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. Located along various rear areas of the commercial wood framed doctors office complex second floor level above grade employee(s) who were observed performing perimeter exterior framing activities while walking and working from the top of the stud wall top plate without conventional fall protection exposed to fall potentials in excess of 22 feet were not trained or knowledgeable of the procedures or regulations to minimize those hazards.
