29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Main structure: Employees were using a 32 ft. Werner extension ladder to access the roof and the ladder side rails were extended approximately 20 inches above the upper landing surface, exposing employees to injuries from a fall or tipping hazard, observed on or about August 28, 2018. b) Garage area: Employees were using a 28 ft. Werner extension ladder to access the roof and the ladder side rails extended approximately 6 inches above the upper landing surface, exposing employees to injuries from a fall or tipping hazard, observed on or about August 28, 2018. ABATEMENT CERTIFICATION REQUIRED
