29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment made by a competent person:     (a)  On or about August 14, 2018, and at times prior, Esteban Gonzalez Construction LLC, as the controlling employer, did not ensure that the employees of Omar Cuevas, subcontractor, were safe while framing the second floor of a house, by conducting regular and frequent inspections of the job site by a competent person in order to prevent and detect safety and health hazards.  Hazards identified at the site included falls, and eye injury.      Abatement Note:  Abatement certification is required for this item (see the enclosed "Certification of Corrective Action Worksheet").
