29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about 1 August, 2018, in front of the building under construction, an employee was accessing a roof by utilizing a ladder that did not extend at least 3 feet over landing surface, exposing the employee to a fall hazard of up to approximately 10 feet in height.

The Pineda Bros. of Clollier Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1237265, citation number 1 item number 1 and was affirmed as a final order on 7/11/2017, with respect to a workplace located at 669 Gulfshores, Naples, FL, 34101.
