29 CFR 1926.352(c): Welding, cutting, or heating was done where the application of flammable paints, or the presence of other flammable compounds, or heavy dust concentrations created a hazard:   (a) Employees were torch cutting structural beams in the close proximity of a Category 2 flammable liquid that was being applied for installation of the roof membrane.  This created a fire hazard.
