29 CFR 1926.501(b)(13): "Residential construction." Employees engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest systems. On 8/8/2018, an employee of Sandoval Construction, LLC was working on a residential building located at 2100 Pure Street, Saint Peters, MO. Employees were installing the flooring of the second level approximately 14 above a lower level. Employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system. The employees were observed on the roof of the building wearing fall harness without being connected to an anchor point.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards. The program did not enable each employee to recognize the hazards of falling and did not train each employee in the procedures to be followed in order to minimize these hazards. On 8/8/2018, employees of Sandoval Construction LLC were working on a residential apartment complex at 2100 Pure Street, Saint Peters, MO. The employees were not able to recognize fall hazards and the procedures necessary to reduce or eliminate these hazards.
