29 CFR 1910.28(b)(11)(ii):   Stairs having at least 3 treads and at least 4 risers were not equipped with stair rail systems on each open side.  On or about 9/11/2018, Insula Construction LLC was working out of a jobsite trailer at the Altair at the Preserve Luxury Apartments located at 100 Winghaven Pointe Drive in OFallon, MO.  The stairway for the trailer was missing a stair rail on one side.
